Stun Gun Used Against Believer During Search in Saratov. Victim's family Demands Crime to be Investigated

During searches on September 3, 2025, Mikhail Proshenkov, 58, one of Jehovah's Witnesses, was subjected to brutal treatment, according to the believer himself. His wife appealed to numerous authorities with a demand to urgently investigate the incident.

According to members of the victim's family, armed law enforcement officers broke into the apartment and knocked Mikhail face down to the floor, breaking his glasses. Without explaining his rights and without allowing him to familiarize himself with the documents for the search, the investigator demanded to provide access to the computer. Mikhail did not provide the password. For this, the believer began to be threatened with the use of force against himself and his son. Having received another refusal, the law enforcement officers inflicted six shocks on Mikhail with a stun gun in the thigh, lower leg and abdomen. After the search and interrogation, the man was placed in a temporary detention facility, and then in pre-trial detention center No. 1 in the Saratov region.

On September 10, Irina Proshenkova, Mikhail's wife, sent an application for an urgent medical examination to the Federal Penitentiary Service for the Saratov Region, as well as on the fact of brutal treatment to the Investigative Department of the Investigative Committee of the Russian Federation for the Saratov Region, to the Prosecutor General's Office of the Russian Federation, the Prosecutor's Office of the Saratov Region, to the Commissioner for Human Rights in the Russian Federation Tatyana Moskalkova and the Commissioner for Human Rights in the Saratov Region Nadezhda Sukhova.

Case History
In February 2025, the FSB Directorate for the Saratov Region initiated a criminal case for participating in the activity of an organization declared extremist. This is how the investigation interprets the holding of peaceful meetings for worship of Jehovah’s Witnesses. In September of the same year, searches were carried out at the homes of several believers in Saratov and the village of Anastasino. The court placed Mikhail Proshenkov, Aleksey Kazakov, Aleksandr Akelin and Filipp Ombysh in a pretrial detention center, and Sergey Yefremov under house arrest. Proshenkov was subjected to brutal treatment during the search, his wife appealed to numerous authorities with a request to urgently investigate the incident. The court soon transferred Kazakov, Akelin and Ombysh from the pre-trial detention center to house arrest.
